If you are cooking in a 7 quart crock pot it’s good to understand the cooking times for certain foods. You can basically cook any food you would cook in the oven or on the stove in a crock pot. You just have to know the conversion of times and you’ll be fine.
Here’s a quick chart so you can see how long things will need to cook in your crock pot.
If the recipe says:
15-30 minutes then cook for 11/2 – 2 hours on HIGH or 4-6 on LOW in your crockpot
25-45 minutes then cook for 3-4 hours on HIGH or 6-10 hours on LOW in your crockpot
50 minutes to 3 hours then cook for 4-6 hours on HIGh or 8-18 hours on LOW in your crockpot.
So for carrots and potatoes, most recipes call for 30-45 minutes to cook those items. Which translates to between 6-10 hours in your crock pot.
I have found this chart to be quite accurate. It is an estimate though, and you will need to be the judge of whether or not the food is done. However, it is a good chart to give you an idea of how long things will need to cook.

I just bought a slow cooker. It is 3.5 quart. Would these same adjustments still be accurate?

yes, it’s not the size of your crockpot that makes these numbers work, but the heat it produces.
